The main objective of establishment of Cyber Security Centre of Excellence (CS-CoE) is to generate awareness on Cyber Security amongst Govt. officials as well as citizens of the state through various capacity building and awareness programme.
CS-CoE run its operations under the guidance of the Department of Information Technology and Electronics, Government of West Bengal.
Why
Cyberspace has become a dynamic and integral part of our society, propelling economic growth and enriching our lives in countless ways. The internet has connected us to people across the globe without physical boundaries. The internet is responsible for reducing barriers of communication and promote cooperation in every area of our personal and professional lives. However, these rewards are accompanied by new risks to the very infrastructure that underpins our ability to use the internet safely and securely. With the ease of technology, Cyberspace provides an opportunity forcriminals to interfere with individuals and businesses. In this era of internet, prevention of cyber-attacks and protection of our systems, networks and data is one of the biggest challenges which every nation is facing. To cater to the aforementioned challenges, the state of West Bengal in India hasannounced its decision "to establish the West Bengal Cyber Security Center of Excellence (WB-CSCoE) to prepare the state for effectively dealing with cyber offences/incidents". WB-CSCoE will be an apex institution for addressing all cyber security related issues including mass awareness creation in the state regarding the threats associated with IT infrastructure and cyber space.
How
The decision to establish a Cyber Security Centre of Excellence (CS-CoE)and to run its operations under the guidance of the Department of Information Technology and Electronics, Government of West Bengal was taken by State Cabinet. The concurrence was received from the Finance Department vide U.O. No. 05 (Group S) on 20th July, 2017. An Empowered Committee (EmComm) has been constituted to advise, guide and regulate the policy governing the newly constituted CS-CoE. The main purpose of establishment of CS-CoE will be to create awareness on Cyber Security amongst Govt. officials as well as citizens of the state. CS-CoE would provide assistance to government departments to develop skill on Cyber Security and will assist departments in resolving issues related to cyber threat. CS-CoE will be a research & development center, not an investigation center, to work on issues related to Cyber Security and provide solution on how to mitigate the risk.
